Abstract
The structural change of MONE requires that the DG-MPSE sharpen the concept of its roles and functions in supporting the implementation of the National Education System which is facing complex challanges, both internal and external. Consistent with MONE's Strategic Plan 2005-2009, the document entitled DIRECTIONS OF THE DEVELOPMENT OF THE MANAGEMENT OF PRIMARY AND SECONDARY EDUCATION is focused on the following three issues:
l. the even distribution and expansion of educational opportunities;
2. the improvement of quality, relevance and competitiveness; and
3. the strengthening of governance, accountability, and public image.
It is well realized that the success of managing primary and secondary education has, as its prerequisite, a strong commitment not only from MONE, but also from tl1e regional governments which, in the context of educational decentralization, plays a very important role. This document is therefore also meant to build the regions' commitment to providing primary and secondary education.
